Is There an Official Manual Handling Card in Ireland?
You start a new job on Monday and the site manager asks for your "manual handling card" at the gate. You have a PDF certificate from a course you did two years ago, and nothing that looks like a card at all. Is that a problem? Short answer: in Ireland there is no official, state-issued manual handling card. What employers call a manual handling card is simply the training certificate or wallet card issued by whoever delivered your course, and what matters is that it shows current, relevant training.
Is There an Official Manual Handling Card in Ireland?
No. Unlike Safe Pass, which is a SOLAS card issued centrally for construction sites, manual handling has no national card scheme. The legal duty sits in the Safety, Health and Welfare at Work (General Application) Regulations 2007 (S.I. 299/2007), where Regulation 69 and Schedule 3 require employers to avoid hazardous manual handling where reasonably practicable and to assess and reduce the risk where it cannot be avoided. Information and training for employees is part of that duty.
The Health and Safety Authority (HSA) does not issue or approve a manual handling card. Inspectors look at whether the employer took reasonable steps and can show that workers were trained. A card or certificate is the usual evidence of that training, which is why employers and site managers ask for it.
What Do Employers Mean by a Manual Handling Card?
In practice the phrase covers three different things, and it helps to know which one is being asked for.
The first is the training certificate itself, usually a PDF or printed page showing your name, the course title, the date completed and the trainer or provider. The second is a wallet-sized card some providers issue alongside the certificate, which carries the same details in a smaller format. The third is an internal record kept by your employer, for example in a training matrix, confirming you completed their own in-house session.
For most Irish employers, any of the three is acceptable provided it clearly shows who you are, what you were trained in, when, and who delivered it. A card with no date or no named provider is the version most likely to be questioned.
Manual Handling Card vs Safe Pass: What Is the Difference?
Safe Pass is a construction industry safety awareness card, valid for four years, and it does not cover manual handling in any detail. If you work on a construction site you will usually need Safe Pass and separate evidence of manual handling training. The two are not interchangeable.
Warehouse, retail, healthcare, hospitality and office employers do not use Safe Pass at all, so for those roles the manual handling certificate or card is often the main training document they ask for.
How Long Is a Manual Handling Card Valid?
Irish law does not set an expiry date for manual handling training. The common practice, in line with HSA guidance on keeping training up to date, is to refresh it roughly every three years, and sooner if your tasks, equipment or workplace change. Many employers treat a certificate older than three years as out of date, even though the law itself does not say so.
If your card is close to or past that point, the quickest fix is a refresher rather than starting again. A short manual handling refresher that you complete online gives you a new dated certificate the same day, which you can show a new employer straight away.
What Should a Valid Manual Handling Card Show?
A card or certificate that will stand up to a site manager or inspector should show your full name, the title of the training, the date it was completed, the name of the provider, and the name or qualification of the instructor. Training that covers the Schedule 3 risk factors (the task, the load, the working environment and individual capability) is what the Regulations point to, so the course content should reflect those. Who Needs a Manual Handling Card?
Anyone whose job involves lifting, carrying, pushing, pulling or repetitive handling should have recent training, and in practice employers ask for proof of it in warehousing and logistics, construction, retail, care work, cleaning, hospitality and manufacturing. Office workers who occasionally move boxes or equipment are covered too, though the risk is lower and a theory-based refresher is usually enough.
